Who should be involved?
When you do a plan should you involve many people from your company or just the top management?

As a certified public accountant I have seen many strategic plans go awry. If your organization is large enough to have a strong top management team then they should develop the strategic plan. If your organization is smaller you will need to include key employees. Keep in mind those individuals not included may feel slighted.
