What are the best ways to beat low priced competition and still remain competitive in the retail industry?

Are you talking about in a store or strictly online? Because my belief is that although there will always be people who shop for price only, there are just as many people who prefer to pay more for excellent service, staff knowledge, and quality products. The old saying that you get what you pay for is really still true. A discount store can give you the best price, but it is extremely hard to even find a salesperson, let alone one who is really knowledgeable. So therefore, you have to decide what makes you different and promote that.

However, if you are strictly online, that is harder to do.

This is a retail based store that also has a website that provides information about the products and services available in the store...it is not an e-commerce site.

Well, in that case, your website is an extension of your store. Once you decide why people want to come to your store, what makes you special, you can also promote that on your website.
