Now that Congress has finished the healthcare bill, care to guess what issue is poised to reappear in 2010 for their attention? If you said Employee Free Choice Act (EFCA) you would be correct. Yes, the bill, if passed as it is now, would allow bargaining units to form once a majority of employees sign cards authorizing them is still alive.
