Having spent over 20 years as a Corp. Headhunter and owner of 8 Human Resource related businesses, the number one question I am always asked is: "How do you find the people"?
There is no one simple answer but here are a few suggestions:
1. Networking or referrals tend to produce or identify the best people
2. Have a clear & detailed job description "written" and establish minimums or "must have's"
3. Interview to rule out versus rule in - initially
4. Seek some help in establishing Behavioral Interviewing skills & questions
5. REALLY check references - especially of peers
Remember that today with the internet, you must assume that the average candidate is well versed in interviewing skills. Today, conducting a quality interview is much-much more complex than it ever has been. Your ROI on improving your interviewing skills is priceless!
