Having had as many as 250 employees and maintaining a 70% less than Industry turnover rate...there are a few things that were key in keeping my most talented people without having to overpay.

As a Corporate Headhunter & Business Coach, when I found that ideal person, the #2 thing they wanted was to be able to impact the company.  The #1 was money!

By challaneging your people, coaching them and them giving them the opportunity to achieve is worth more than money to many.  Recognition comes in a close 3rd.

The feeling of success and being acknowledged for that success is priceless and it doesn't always have to be tied into money.

If you are able to think out of the box and look into the future, at the same time see if there is a potential place for those special people.  Most importantly share your vision & passion with them and, without a guarantee, outline where they might fit in.

When people are focused on their achievements, success and passion about the future...they won't have time (or care) to look somewhere else.
